It gathers ministers officials, province and district representatives and civil society members (such as water company) of the two main provinces of the Stung Sen basin. The RBC role is to coordinate the IWRM project and to work with other projects related to water resources management in the basin. The RBC action is supported by a dedicated local animator, that brings organisationnal, technical and also field-work support .

The RBC is declined with an executive basin committee (EBC), which role is to support the RBC and to implement on the field the activities related to the management of the project, in strong link with the Tonle Sap Authority.

In 2017 and 2019, 4 working groups were created within the EBC in order to focus the efforts on priority topics.
